Effective 1 November 2026, the European Union (EU) will introduce a new Union Handling Fee (UHF) of EUR 2 per distinct item for goods sold online and imported into the EU from outside the EU.

The fee will apply to business-to-consumer (B2C) distance sales, regardless of the value of the goods, including shipments valued above EUR 150.

What does this mean for sellers?

The new fee may increase the cost of shipping products to EU buyers. To prepare for this change, we recommend that sellers:

• Contact their shipping service provider or the eBay Global Shipping (EGS) team to understand how the fee will apply to their shipments and how it will be collected.
   
• Review their shipping arrangements and any potential additional costs.
   
• Consider whether any adjustments to product prices or shipping charges are necessary.
   

How the fee applies?

• The fee is €2 per distinct item in a package.
   
• The fee is NOT refundable, even where goods are later found to be faulty.
   

Few Illustrations:

A package valued at €10 containing a pen, notebook and key ring purchased online and sent from outside the EU contains three different items. Since 1 July 2026, the €3 Customs Duty charge applies to each item, resulting in Customs Duty of €9, plus any applicable VAT. From 1 November 2026, an additional Union Handling Fee of €2 per item will also apply, adding €6. The total charges will therefore be €15, plus any applicable VAT.

If the package instead contained two identical pens, these are considered one item, so this package is liable to a €3 Customs Duty charge plus VAT and from 1 November 2026, an additional €2 Union Handling Fee, so €5 plus any applicable VAT in total.

If the value of a package is greater than €150, then the Customs Duty which applies to the specific goods instead of the €3 Customs Duty charge will be due. For example, a package contains a pair of jeans (€100) and a pair of runners (€150), in this case the jeans will attract Customs Duty of €12 (12%) and the runners €25.35 (16.9%) plus VAT in addition to the €4 Union Handling Fee so €41.35 plus any applicable VAT in total.

Effective November 1, 2026, the EU Commission mandates relevant Product Identifier (PID) information for products with an intrinsic value Euro 150 or less and shipped from outside the EU to buyers in the EU. These identifiers help customs authorities identify the specific product being shipped.

The following Product Identifiers are relevant:

• Merchant Product Identifier (M-PID): Your eBay Listing ID, which can be found under the “About this item” section of your listing.
   
• Non-Standardized Product Identifier (NS-PID): A product code assigned by the manufacturer, producer, or supplier, such as a Manufacturer Part Number (MPN), or another code used to identify the specific product. For example, for a Google Pixel phone, the MPN could be GA09765-US-PREM. If you do not know the NS-PID, you may check with the manufacturer or supplier or search for the relevant information online. We understand that not all products have a separate NS-PID.
   
• Standardized Product Identifier (S-PID): A recognized product identifier, such as a GTIN, EAN, UPC, or ISBN, used to identify a specific product. For example, for a Google Pixel phone, the UPC could be 026591442234. Where applicable, an S-PID may also be used as the NS-PID.

What do sellers need to do?

Please review your listings and ensure that the relevant manufacturer or standardized product identifies are provided where available.

If you use eBay Global Shipping (EGS): Keep your listing updated with the relevant product identifiers to help avoid potential disruptions to shipments destined for EU buyers. Please refer to the EGS User Guide https://www.ebayglobalshipping.com/eu-pid-user-guide  for further information. Please note that the PID entry functionality will be enabled on the EGS effective 23 October 2026.
If you ship directly: Ensure that the required Product Identifier information is provided to your shipping carrier. Missing or inaccurate information may result in customs clearance delays or delivery disruptions.

You booked certain prepaid shipments through FedEx during the period September 2025 to June 2026 and paid the tentative duty amount applicable at the time of booking.

The tentative duty amount has been  refunded to your sellers account during the period September 2025 to August 2026.

FedEx has now provided the final duty assessment for these shipments following customs clearance. 

The amount payable comprises:

(a) the original tentative duty amount; and

(b) any additional duty or other charges arising from the final customs assessment. 

Additional duty charges may arise for reasons including, but not limited to:

1.   The estimated duty was calculated based on the declared Country of Origin being USA.

2.  An incorrect HSN code was provided.

3.  The declared FOB value is lower than the shipping cost.

4.  Any adjustments made by customs authorities or the carrier during customs clearance.

Effective 16 May 2026, EGS will discontinue the current prepaid shipment booking model that operates using a value limit balance. In its place, we will introduce a more streamlined and efficient ‘Pay & Ship’ model..

Under the new model, users will be required to complete shipment bookings through immediate payment at checkout on the EGS portal, replacing the existing prepaid balance model. This change is aimed to improve transaction efficiency and provide a smoother booking experience without affecting the working capital of the users.
What does this mean for you:
● From 16 May 2026, you will no longer be able to add funds to your value limit balance.
● Any existing value limit balance can continue to be utilized for shipment bookings until it is fully utilized till 15 May 2026
● Any unutilized value limit balance remaining after 16 May 2026 will be refunded.
● All refunds will be processed by 20 June 2026 to your registered account/payment method.
What you need to do:
● Plan your upcoming shipments accordingly before the transition date.
● Ensure your payment method is updated on the EGS Portal to avoid any disruption in bookings after 16 May 2026.

51 countries.

1. To USA, the pricing is more economic than SRX Premium service by ~13% on an average till 500 gm and commits 12-15 working days 
2. To UK, the pricing is more economic than SRX Economy Pro service by ~6% on an average till 500 gm and commits 8-10 working days
3. In other lanes SRX Economy is economic by an average of ~24% when compared to SRX Economy Pro service
4. This would be classified as “Economy” service in EGS and has zero liability coverage.

Also, for 2026, SRX has proposed an annual general price revision. While the price increase
proposed varies across the lanes, on average it is ~6.5%. Kindly find brief insights for few lanes
for your reference:

1. US rates of SRX DDP are decreased by an average of 7%, SRX Premium are decreased by 3% and SRX Premium Pro by 2% till 500 gm
2. UK rates of SRX Economy service are increased by an average of 19%.
