Program scope summary

The Ebay Global Shipping Program will have sellers in India sending Small Package shipments and Small Parcel shipments from India to the consignees in United States, UK & Australia.

Packaging Requirements

• CSB5 – Regular packaging in corrugated boxes should suffice.

• Formal Clearance – Customs Required jewelry to be covered with White Cloth. White cloth will have customs wax seal once clearance is done

• Minimum dimension of the package must be 24cm * 15cm * 6cm

Jewelry Classification

Key Guidelines

• As per the current approval, sellers are approved to ship:

  • Gold, Diamond and Silver Jewelry studded with Precious and Semi-Precious stones. Stone Beads in Strings

     

• Not Allowed to Ship:

  • Loose Gems stones Precious / Semi Precious / diamonds.

• Refer section 1.9 for value restrictions.

UPS Operations Handling Process

Shipment Handover Process at Mumbai, Delhi, Ahmedabad, Jaipur (Silver Jewelry)

• Post shipment creation, sellers will schedule pick up with UPS via the Collection API integrated with Seller central.

• Once UPS receives shipment pick up information, UPS will arrange for pickup depending on

  seller’s location.

• If shipper does not provide the necessary documents to export the packages, UPS shall cancel the on-call pickup for that day. Shipper will have to arrange a fresh pick-up again.

  Sellers to ensure all shipment documents are available at the time of pickup. Mandatory Documents

  • Shipping Invoice

  • UPS AWB

  • Valuator Certificate confirming the article and value.(Optional)

  • Photos of the export item (not exceeding 2MB)

  • Photos of the product package/outer covering (not exceeding 2 MB).

  • Image of the product listing on the e-commerce platform

  • Image from the Online Payment Gateway Service Providers site (OPGSP) or e-commerce website evidencing payment confirmation.

  • eWayBill – Part A for shipment having invoice value greater than INR 50,000.

     

    Note

    The seller is required to specify the exact weight of the jewelry commodity, ensuring it aligns with the invoice.

• All small parcel shipments will move under a UPS network from pick-up to UPS DEL gateway

  For Mumbai : Upon arrival of volumes at center all the Valuable shipments will be bagged separately

  and sent to Delhi on separate MAWB. This will be booked as Val Cargo movement and separate pre alert will be shared along with all the necessary documents to Hub team for further filling.

   

  Imitation Jewelry shipments will be flowing as normal shipments as general low value cargo.

   

  For Surat (Silver / Gold / Diamond Jewelry):-

   

  Post shipment creation, sellers will schedule pick up with UPS via the Collection API integrated with Seller central.

  Once OGP Surat will receives shipment pick up information, they will arrange for pickup depending on seller’s location.

  If shipper does not provide the necessary documents to export the packages, OGP Surat team shall cancel the on-call pickup for that day & update to AMD OPS team. Shipper will have to arrange a fresh pick-up again.

  Note, all these shipments will move under CSB V only.

  Hence, ensure all shipment documents are collected at the time of pickup. Mandatory Documents required on email and hard copy at the time of pick-up:

  • Shipping Invoice

  • CSB V file (On Email only)

  • GST Copy

  • UPS AWB

  • Valuator Certificate confirming the article and value (Optional)

  • Photos of the export item (not exceeding 2MB) (On Email only)

  • Photos of the product package/outer covering (not exceeding 2 MB). (On Email only)

  • Image of the product listing on the e-commerce platform (On email only)

  • Image from the Online Payment Gateway Service Providers site (OPGSP) or e-commerce website evidencing payment confirmation. (On Email Only)

  • E-waybill must be provided for each shipment having value greater than INR 50,000.

   

  Note:

  The seller should mention accurate weight of the Jewelry commodity and must match with the invoice.

• If shipper does not provide the necessary documents to export the packages, UPS shall cancel the on-call pickup for that day. Shipper will have to arrange a fresh pick-up again.

Note:

• From Jaipur, All VAL shipments will be bagged separately and sealed having a seal no on it.

• The seller is required to specify the exact weight of the jewelry commodity, ensuring it aligns with the invoice.

If Shipment is detained at origin:

1. If the shipment is detained in customs for further details like, Jewelry appraiser

   NOC , Confirmation on Proof of payment , Details of the product in invoice etc then the shipment will be held back and the shipper will be asked for the required information. The information will be communicated with seller within 24 working hours.

    

2. Post submission of the required documents the customs may approve or reject the submission and deny the NOC to the shipment. Post receiving information from the seller, the communication will be shared with customs within 24 working hours. In case of any exception from customs, it will be communicated to the seller.

    

3. In such case if shipper wish to withdraw the shipment then he needs to provide a Withdrawal letter addressing to Deputy commissioner of customs, New Courier terminal, IGI Airport New Delhi stating all fact and reason for the withdrawal of the shipment. It is subject to custom approval. Approval from customs take upto 72 Hrs. in case of no deficiency or query issued by

   customs.

    

4. During withdrawal approval, custom’s may impose some penalty on the shipment depending on the case which will be updated to shipper by the center ops team and post approval of the penalty amount the LV team process the shipment for withdrawal which take 48 hrs to 72

   hrs .

    

5. Post withdrawal the shipment is sent to the center and center deliver the shipment post collecting the penalty charges and warehouse charges ( if any ) from the shipper and deliver the shipment back. Shipment will be processed for return within 24 hours and connect to the respective location for delivery.

Restrictions

• UPS will accept jewelry shipments for shipping internationally, provided the maximum value per package i.e.,

  • There is no requirement for IHVW for <$500 for GB &<$2500 for US & AU.

    

     

(The limit is extended to $2,500 for US and other countries for orders with no International High Value Waiver Approval). Please refer the below matrix for more details:

• Jewelry shipments between Puerto Rico and the United States only may be shipped with a maximum value of $50,000 USD per

  package i.e., Piece in a shipment.

• With process of IHVW (International High Value Waiver), UPS can approve the per package limit to $50,000 between different lane pairs depending on customer requirement and UPS approval.

• This limitation does not include costume jewelry which can be shipped with a value up to $50,000 USD per package.

• Gemstones, Loose stones, cut or uncut, such as pearls (all types),

  and other semi- precious stones (amethyst, aquamarine, citrine, garnet, jade, turquoise, topaz, onyx, opal, etc.) and all precious stones (diamond, emerald, ruby, and sapphire) are not accepted. Gemstones must be mounted or strung and adhere to the jewelry guidelines

  Note: For ebay project, IHVW and ISC approval is currently under progress. For now, only jewelry is acceptable on UPS network as per below value restrictions:

  • Invoice value <$500 for GB

  • Invoice value <$2500 for US & AU.

Approved Pick Up Cities for Jewelry Shipments

Note : For Silver Jewelry , UPS Can execute pickups from listed pin codes except OSP locations.

For Gold/Diamond jewelry, UPS can execute pick up from all Brown locations and Surat (OGP Location) only.

Claims

• As per UPS Terms and conditions outlined in the service agreement

• Damaged Shipments / Shipment delivered contents lost – This needs to be reported within 14 calendar days of delivery of shipment .

• Entire shipment / packages lost – This needs to be reported within 6 months of pick up of shipment

Extended Liability

• As per UPS Terms and conditions outlined in the service agreement

• For Jewelry Declared value – UPS Max liability is $1000

• For Non Jewelry – Max Declared Value acceptable is USD 50,000 per shipment – UPS Max Liability is $50,000

• Extend Liability Fee Calculation :

Note:

• UPS Standard Liability for Non Declared Value is maximum USD 100 or item value whichever is lower.

  1. If seller selects declared value, UPS will process for claim upto $1,000 or invoice value whichever is less.

  2. Seller can opt for Third-Party insurance to get the coverage for Valuable Cargo. If shipment is lost, UPS will provide with Certificate of Fact (COF).

  3. Seller can either select Declared value with UPS or opt for Third Party insurance.

Network
